bare root roses - when they start growing?

I asked 4 bare root plants in the gardens of the Netherlands. (Climbing roses Candyland) Just arrived last Thursday at about 7:30 AM. I had a seed bed ready and ready. Once they arrived, they took out of their boxes and put them right into the ground and water them in. I live right on the bottom of the box 6 may even be in the top of the Zone 7 Tippy. (Southern New Jersey outside of Philadelphia). Anyway, I wonder how time before I really start to grow? One of the plants look as if you have a couple of buds of stem growth, but the other three look dormant. I do not know if important but the plants also came with a kind of wax layer on top (not root) I suppose to keep it from drying while it is sent.

root roses naked can take 4-6 weeks to start growing. Just keep doing what you do. Insurance not plant too deep.
