What Movie is This?

There are 3 little dragons (2 boys and a girl I think) and they're all different colors. I think one was blue, one was green and the other was pink? Anyway, there's an evil man who looks like Lord Licorice from CandyLand and he wants to rid the world of all color. The dragons, of course, try to stop him but he hypnotizes them and they all turn grey and start doing bad things. Then I think someone talks some sense into the Dragons about how they should be good. The Dragons finally come around and they slowly start to get their color back. Then the whole town is colorful again and the evil Lord is vanquished.

And it is NOT Dragon Tales.
I used to watch this movie at my daycare center when I was like 6. That was 12 years ago...long before Dragon Tales.
I have also established that it is NOT Rainbow Bright, Care Bears, or My Little Pony. I really need to figure this out guys. It's driving me insane.
